NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about December 11, 2025, the City of Baltimore will authorize the YMCA of Central Maryland, Inc. to submit a request to the US Department Housing and Urban Development (HUD) for the release of Community Project Funding (CPF) Grant funds from the Consolidated Appropriations Act FY-2024, Grant Number B-24-CP-MD-1052 to undertake a renovation / rehabilitation project of the YMCA at Druid Hill located at 1609-1621 Druid Hill Avenue, Baltimore, MD 21217. The project is a reinvestment into the current facility which will focus solely on physical renovations to the building and address necessary repairs and upgrades to improve safety, functionality, and Americans with Disabilities Act (ADA) accessibility for the Druid Hill community. The renovations will include roof replacement, transitional housing improvements, and family locker room construction. Specifically, the existing roof will undergo a complete roof coating restoration. Additionally, the 12 apartment units within the transitional housing located on multiple floors of The Y's block-long brick rowhouse will be updated with renovated kitchens and bathrooms and include new appliances, cabinets, flooring, lighting, painting, and a security system. No demolition or structural improvements will occur to the transitional housing apartments. Furthermore, renovations will occur to the current locker rooms located adjacent to the pool area in the building's basement. More precisely, the restroom area within the women's locker room, located east of the swimming pool, will be converted into five accessible/family bathrooms with showers. The restroom area within the men's locker room, located south of the swimming pool, will additionally be converted into five accessible/family bathrooms with showers. The family locker room enhancements will involve the installation of partitions, new flooring, countertops and fixtures, and plumbing. Aside from the roof replacement, no exterior work will occur for the project, and no ground disturbance is proposed.

The anticipated renovation cost for the project is estimated at $1,238,000.00 of which the Community Project Funding (CPF) grant is the sole source.

The rehabilitation activities proposed are Categorically Excluded under HUD Regulations at 24 CFR Part 58 from the National Environmental Policy Act requirements. An Environmental Review Record (ERR) that documents the environmental determinations for the location is on file at City of Baltimore – Department of Housing and Community Development (DHCD), 417 East Fayette Street, Suite 1101, Baltimore, MD 21202. PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Baltimore – Department of Housing and Community Development (DHCD), 417 East Fayette Street, Suite 1101, Baltimore, MD 21202 or via email to Joseph.Connor@baltimorecity.gov. All comments received by December 10, 2025 will be considered by the City of Baltimore – (DHCD) prior to authorizing submission of a request for release of funds.

RELEASE OF FUNDS

The City of Baltimore certifies to HUD that Alice Kennedy in her capacity as the Commissioner of the City of Baltimore – (DHCD) consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the YMCA of Central Maryland to use CPF funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Baltimore – (DHCD) certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Baltimore – (DHCD); (b) the City of Baltimore – (DHCD ) has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec.58.76) and shall be emailed to HUD as follows: Ms. Ebony M. Madyun, Director, Community Planning and Development Division, Ebony.M.Madyun@hud.gov. Potential objectors should contact HUD at 410-209-6699, to verify the actual last day of the objection period.

NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND
NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Baltimore Department of Housing and Community Development.

REQUEST FOR RELEASE OF FUNDS

On or about December 17, 2025, the City of Baltimore will submit a request to the US Department of Housing and Urban Development for the release of Community Development Block Grant (CDBG) funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake the creation of the Cab Calloway – Legends Park to be located at 2200 Druid  Hill Avenue, Baltimore, MD 21217. This project involves the redevelopment of cleared land in Druid Heights community of Baltimore City, that was once the home of Cab Callaway, that has since been demolished, into parkland and community space. This project will include new fencing, new and renovated playgrounds, landscape plantings, new pedestrian pathways, removable bollards, a new raised deck stage and events lawn, concrete steps, new entrance signage, grading, boulder walls, a new ticketing booth / storage facility, 3-phase 200A electrical service, and a ''Cab Calloway Legends Plaza''. This plaza will celebrate the achievements of neighborhood “legends'' including the jazz performer Cab Calloway. The funding for the project is as follows: City of Baltimore support of the undertaking with Community Development Block Grant (CDBG) funds in the amount of $1,250,000.00.  The total project cost is approximately $1,975,892.00 from all Federal, State, Local and private sources.

FINDING OF NO SIGNIFICANT IMPACT

The City of Baltimore – (DHCD) has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Baltimore – (DHCD), Community Development Block Grant (CDBG) office, 417 East Fayette Street, Suite 1101, Baltimore, MD 21202.
